Хотя, есть выход, очень простой. нужна система, подразумевающая ответственность перед народом. На каждом уровне власти. Но для этого надо политическая воля, а не не пиздобольство. Но если твой трон поддерживают воры - ты никогда не примешь закон против воровства.
